After the Sino-Singapore Guangzhou Knowledge City (SSGKC) became a national bilateral cooperation project in 2018, the China-Singapore Knowledge City Management Committee, Intellectual Property Office of Singapore (IPOS) and the China-Singapore Knowledge City Investment and Development Co., Ltd. proposed to jointly build an international intellectual property (IP) service center in the Guangdong-Hong Kong-Macao Greater Bay Area (GBA), marking a milestone of Guangdong-Singapore IP cooperation.

As one of the high-tech carriers, the SSGKC has developed into a cooperation platform in the GBA.

In 2018, the Guangzhou Development District was ranked number one in sci-tech innovation in the official comprehensive development evaluation of 219 Chinese development districts. The Guangzhou Development District has promoted the business environment and attracted talent, capital and emerging industries, which providing a driving force for the high-quality development in the district.

Drawing on Singapore's advanced IP management experience, the Guangzhou Development District put forward a series of policies such as the "Meiyu 10" talent policy to develop administrative measures of IP special funds in 2018 to offer strong support for the IP industrial chain. According to the official data, a total of 3,229 enterprises and individuals were subsidized over 100 million RMB for 16,000 IPs in the district.

With its improved innovation mechanism and IP protection system, the district has the potential to develop into a pilot zone for knowledge creation and a national knowledge center in the GBA. At present, more than 180 IP services in the district, serving six IP sectors including agents, law, information, commercialization, consulting and training, have formed an effective service system.

In the near future, the Guangzhou Development District will develop the China (Guangzhou) International Intellectual Property Operation Center, focusing on IP trade and operation, IP financial innovation and IP project incubation. In order to attract and retain more innovation resources in the GBA, the district will also enhance communications with relative departments, universities and institutions in Singapore, Hong Kong and Macao.

Moreover, the SSGKC will accelerate the establishment of a 28-hectare IP service park to introduce international IP services.
